சர்வதேச திறந்த அணுகல் வாரம் 2019 அக்டோபர் 21 முதல் 27 வரை SPARC® (ஸ்காலர்லி பப்ளிஷிங் மற்றும் அகாடமிக் ரிசோர்சஸ் கூட்டணி) மூலம் " யாருக்காகத் திறந்திருக்கும்?" என்ற புதிய கருப்பொருளுடன் ஏற்பாடு செய்யப்பட்டுள்ளது திறந்த அறிவில் சமத்துவம் ”. இந்த ஆண்டின் தலைப்பு 'யாருக்குத் திற' என்ற கேள்வியைக் கருத்தில் கொண்டு செயல்படுவதை வலியுறுத்துகிறது. மற்றும் முன்னுரிமைகள், குறைவான பிரதிநிதித்துவங்கள் மற்றும் விலக்குகள் ஆகியவற்றில் தங்கியிருக்க வேண்டும். இந்த ஆண்டு திறந்த அணுகல் வாரம், ஆராய்ச்சி தகவல்தொடர்புகளில் சமமான பங்களிப்பை ஊக்குவிப்பதன் மூலம் தற்போதைய தளங்களில் உள்ள ஏற்றத்தாழ்வுகளை நிவர்த்தி செய்வதில் கவனம் செலுத்துகிறது. திறந்த அணுகல் வெற்றியின் 12வது ஆண்டு நிறைவைக் கொண்டாடும் நிலையில், அதன் பரவல் விகிதங்கள் பிராந்தியங்களில் ஆதிக்கம் செலுத்துகின்றன, புதிய சவால்கள், கேள்விகள் மற்றும் கருதுகோள்கள் வெளிவருகின்றன.

Open access publishing has been successful in unifying all the stakeholders. ‘Open for whom?’ is a broad question which reflects what extent of equity during exchange of scholarly information. One of the solutions with reliable impact would be providing unequivocal representation for knowledge exchange and enhancing the scope for adequate representation of geographic, socio-economic and other forms of diversity. This further boils down to the way we innovate, structure and devise mechanisms that provides equitable solutions and benefits to all the stakeholders. It has been rightly pointed out by SPARC that there is a need to design and devise effective open systems that meets the needs of diverse global community in an inclusive and equitable manner. Formulation of international, policies, strategies and devising mechanisms for inclusive growth of marginalized communities will be indeed the focus of several discussion rounds. Open access policy helps conserve funding resources and maximizes their outcomes and their support and participation would be the key. Removing the language barrier also remains one of the major challenges in open access publishing.
